Crisis Intervention Team (CIT) is a partnership between law enforcement, first responders, behavioral health agencies, community stakeholders, and individuals with behavioral health needs. CIT is designed to assist individuals experiencing a behavioral health crisis by reducing stigma and the need for unnecessary jail or hospital stays.

The Missouri Crisis Intervention Team (CIT) State Coordinator provides oversight of Missouri’s nationally recognized CIT program. The state coordinator builds trust and collaboration with CIT partners, manages day-to-day aspects of the CIT program, helps implement and sustain the CIT program, and provides direction and support for CIT training, curriculum, and program expansion.

Qualifications:

  1. Active, commissioned law enforcement officer; or
  2. Retired law enforcement officer (retired less than 3 years) with reserve status with a law enforcement agency (to maintain P.O.S.T. certification).
  3. A copy of the P.O.S.T. certificate and CIT training certificate are required;
  4. Completion of a Missouri 40-hour basic CIT training;
  5. Extensive public speaking experience and excellent written communication skills;
  6. Certified Instructor with experience training public safety professionals;
  7. Experience in collaborating with behavioral health and other community organizations;
  8. Served an active role in a local CIT council (or it’s equivalent) preferably in a leadership position; and
  9. Willingness to travel statewide.

Primary Responsibilities:

1. Develop and maintain excellent relationships:

  • Collaborate with the CIT designee from the Missouri Behavioral Health Council (MBHC);
  • Collaborate with the CIT designee from the Missouri Department of Mental Health (DMH);
  • Promote and collaborate with crisis resources such as Community Behavioral Health Liaisons (CBHLs), Youth Behavioral Health Liaisons (YBHLs), Behavioral Health Crisis Centers, 988, Mobile Crisis Response, etc.; and
  • Collaborate with law enforcement, first responders, community behavioral health agencies, community stakeholders, and advocacy partners statewide.

2. Serve as the primary contact person for MO CIT:

  • Attend First Responder Provider Network (FRPN) Board meetings;
  • Attend CISM/DEFENSE training conducted by the Missouri State Highway Patrol (MSHP);
  • Attend CISM/peer support meetings and assist with the develop and maintenance of CISM/peer support teams;
  • Address structural barriers at the state level;
  • Advocate for policy and legislative changes; and
  • Serve as the spokesperson for CIT media or legislative requests.

3. Lead the MO CIT Council:

  • Facilitate MO CIT meetings and working committee meetings;
  • Provide oversight for the annual CIT conference;
  • Represent MO CIT at various conferences and events (i.e. Missouri Sheriff’s Association, Missouri Police Chief’s Association, etc.);
  • Attend the CIT International Conference; and
  • Complete CIT International Coordinator Training within one year of hire data and maintain CIT International coordinator certification.

4. Enhance and expand CIT programs across the state with the Missouri CIT model:

  • Improve and increase participation of law enforcement agencies and other first responders in CIT programs where they currently exist;
  • Expand CIT programs into communities where they do not currently exist; and
  • Provide oversight for MO CIT initiatives including the Statewide CIT Reporting System.

5. Provide input on the CIT budget.

 

The Missouri Behavioral Health Council (MBHC) contracts with the state coordinator for salary and benefits. If the candidate is an active, commissioned law enforcement officer, MBHC may contract with their current law enforcement agency directly for salary and benefits, meaning employment would remain with the law enforcement agency and all benefits would remain the same. If the candidate is a retired law enforcement officer, they may be hired as a full-time employee of MBHC and be eligible for MBHC benefits as such.
